Service Fees

The Assessment and Taxation Department has historically developed services and systems specifically designed to accommodate the needs of the legal, financial and real estate communities. In doing so, certain fees are charged to ensure that services are being paid for by the persons/businesses that use and benefit from the information provided.

It should be noted that the registered owner of a property may not be required to pay a service fee for certain services. Please contact 311 or email 311@winnipeg.ca for details.

If you are a law firm, a financial institution or in the real estate community you may already be signed up to access information on-line through the "On-line Tax Information Subscription Service".

A link to the login screen can be found under the Important Links section of each web page. If you are not currently enrolled to access this information on-line you must first subscribe through Legal Data Resource Corporation, all the required forms are located on their website. Alternatively, you may request information by writing to the Assessment and Taxation Department, 510 Main Street, Winnipeg MB, R3B 3M2. Requests for information must be accompanied by a cheque for the payment of the service that is to be provided.

The following services have been charged on a user-pay basis and will increase on a yearly basis to reflect the CPI, in accordance with the Fees for Service By-Law 196/2008:

Tax Sale Redemption Certificates A Redemption Certificate is produced when a property is redeemed from Tax Sale; this charged is added to the tax account. $59.00 per tax account $59.00
Local Improvement Statements Property owners and/or lawyers perform a search to see if there are any pending or active local improvements. If there is an active local improvement this statement does provide payout figures. $45.00 per tax account $45.00
Tax Certificates - Manual A tax certificate is a statement of outstanding property taxes at a specific date in time and is binding on the City of Winnipeg, but it does not prevent the City from imposing (a) supplementary taxes after the date of the certificate; (b) additional taxes resulting from an application for revision, or resulting appeal, commenced before the date of the certificate; or (c) other fees, levies, charges or amounts that, under the City of Winnipeg Charter or another Act, the City is required to or may collect in the same manner as taxes.
This type of tax certificate request can be done via mail or in person; payment must be received with the request for the tax certificate.

Miscellaneous Charges (Administration Fee) Administration Fee charged to the tax account when a miscellaneous charge (such as water bill, weeds, etc.) is added to the tax accounts. $40.00 per transaction $40.00
Payment Distribution Fee If you have moved or you have more than one property tax account, you must ensure all your tax accounts have been individually set up for online/telephone banking or when making a payment at your financial institution.
If a payment has to be transferred from one account to another a fee will be incurred.
